11.Who can apply for CIF

The ESFA published guidance sets out which institutions may submit a CIF bid.[1][2]
The Condition Improvement Fund is open to academies, sixth-form colleges and voluntary-aided schools that are not in a multi-academy trust with 3,000 pupils or more or otherwise receiving School Condition Allocations.

11.1Eligible bodies

  • Single-academy trusts of any size below the SCA pupil threshold.
  • Multi-academy trusts under approximately 3,000 pupils combined.
  • Sixth-form colleges.
  • Voluntary-aided schools.

11.2Ineligible bodies

  • Local-authority maintained schools (use SCA via LA).
  • MATs above the SCA threshold.
  • Free schools in their first year of operation.
  • Trusts in formal financial intervention.

11.3Mid-cycle MAT transfers

Where an academy joins a MAT mid-cycle, the bid is assessed against the receiving trust eligibility, not the originating trust.
