12.CIF eligible projects and ineligible works
CIF funds condition-driven works only.[2]
12.1Eligible categories
- Roof replacement and waterproofing renewal.
- Heating plant and distribution replacement (gas and low-carbon).
- Electrical rewiring and distribution board replacement.
- Windows, glazing and external fabric works.
- Asbestos removal and encapsulation (HSG264-led).[15]
- Fire safety: alarms, compartmentation, FRA-driven remediation.[16]
- Structural remediation including RAAC.[10]
12.2Ineligible categories
- Pure expansion (new classroom blocks without a condition driver).
- Cosmetic redecoration without underlying condition need.
- Furniture, fittings and equipment.
- ICT infrastructure outside fabric scope.
- Sports facilities and external play areas where not safety-critical.
12.3Condition vs improvement
ESFA assessors apply a strict condition test: the project must be addressing existing deterioration, not bringing forward an aspirational improvement.
